    Strategic Business Manager | Gloucester

    This practice is one of the most forward-thinking in Gloucestershire – a large, purpose-built training practice serving over 15,000 patients with a genuinely ambitious leadership team and a culture that most practices only aspire to. They are now looking for a Strategic Business Manager to step into a pivotal senior leadership role, line managing the practice management team and working directly alongside the Partners to shape the future of the organisation. This is not a standard Practice Manager vacancy. It is a genuine strategic appointment, with real influence over financial performance, workforce, governance, estates, and service development – at a practice that is actively growing, consistently high-performing, and known for doing things differently.

    Location
    The practice is based just outside Gloucester, within easy reach of both the city centre and Cheltenham. Gloucester city centre is approximately 10 minutes away, Cheltenham around 15 minutes, and the practice is easily accessible from across the county. The surgery is housed in a modern, purpose-built building with free on-site parking.

    The Practice

    • Large, purpose-built surgery, designed with future growth in mind and capacity to expand further – the practice list is growing rapidly.
    • CQC rated Good, with near-perfect QOF performance
    • GP Training Practice
    • Large partnership team including a Pharmacist Partner, supported by a salaried GP team and a rich multidisciplinary workforce – ANPs, Practice Nurses, Clinical Pharmacists, Social Prescribers, Physiotherapist, Mental Health Practitioner, and more
    • Exceptional staff culture – daily coffee break, regular staff socials, a lunchtime tradition before clinical governance meetings, and a genuine open-door approach to new ideas through structured monthly innovation meetings
    • Outstanding patient feedback on clinical care, with the practice actively investing in its access model and digital infrastructure
    • Strong PCN presence, with a well-developed Living Well Team and proactive frailty and end-of-life care programmes running in-house

    The Role

    • Senior leadership appointment reporting to the Managing Partners and accountable to the Senior Partner
    • Line management responsibility for the practice management team, which includes a Practice Manager and Operations Manager with distinct skillsets and portfolios
    • 30 to 37.5 hours per week – the practice is flexible on working pattern, from 3 days up to full-time depending on the candidate and whether a finance remit is included
    • Strategic leadership across all areas of practice performance: finance, workforce, governance, estates, service delivery, and organisational development
    • Full financial management responsibility – budgeting, variance analysis, income optimisation across GMS, QOF, DES and LES income streams, liaison with the practice accountant, and reporting to Partners
    • Lead on CQC readiness, governance frameworks, risk management, compliance, and business continuity
    • Workforce strategy and organisational development – supporting leadership capability, succession planning, staff wellbeing, and retention
    • Oversight of estates, health and safety, and long-term infrastructure planning, including the anticipated third-wing extension
    • System leadership – representing the practice within the PCN, ICS, and wider stakeholder forums
    • Driving improvements in patient access, experience, and service quality as the practice transitions to a triage-led access model

    Who We Are Looking For

    • Significant senior management experience in primary care, the NHS, or a similarly complex regulated environment
    • Proven strategic leadership credentials alongside hands-on operational and financial management experience
    • Strong financial acumen – budget setting, contract monitoring, and income management are central to the role
    • An understanding of primary care contracts, NHS structures, CQC requirements, and governance obligations
    • A visible, collaborative, and approachable leadership style that fits a warm, social, and high-performing practice culture
    • A postgraduate management qualification (MBA, ILM, CMI or equivalent) is desirable but not essential where experience is strong

    Salary and Benefits

    • Circa £65,000 FTE – salary may be enhanced for a candidate bringing a strong finance background
    • 30 to 37.5 hours per week – flexible working pattern considered
